Every UK student sponsor, on the record.

Every sponsor must pass a Basic Compliance Assessment. These are the thresholds in force now — they apply to any assessment applied for on or after 1 June 2026, and they are pass-or-fail, not a rating.

Failing any one of the three is a failed assessment. Note that the Red-Amber-Green bands below are tighter than these thresholds: a sponsor with a 4.5% refusal rate passes today and would be rated Amber under the new system, so passing and being rated green are not the same thing.

Every sponsor is assessed against tighter thresholds and given a Red, Amber or Green rating. The overall rating is the lowest of the metrics, not an average. Course completion does not count towards the first rating — para 2.88 excludes it until the 90% rate takes effect on 1 June 2027, so the first published rating turns on refusal and enrolment alone. Sponsors must still meet 85% completion in the meantime.

Ratings are not public yet. No rating is published until every sponsor has been assessed, at which point all are uploaded to the register at once — expected summer 2027 (para 2.87). What gets published is the colour: para 2.38 provides for the rating going on to the register, and nothing in the guidance provides for publishing the three rates behind it. A sponsor is told its own figures in a BCA Outcome Notice, which is a letter to them, not a public document — so there is no per-sponsor refusal, enrolment or completion rate to look up here or anywhere else.
